From July 1, 2022, Ukraine introduces a visa regime for citizens of the Russian Federation

“Given the closure of Ukrainian embassies and consulates on the territory of the Russian Federation, Russian citizens in Russia can apply to the visa centers of an external service provider (VFS Global) in eight Russian cities: Moscow, St. Petersburg, Yekaterinburg, Kaliningrad, Kazan , Novosibirsk, Rostov-on-Don, and Samara,” reads a message posted on the website of the Ukrainian Foreign Ministry.

a Ukrainian visa for a foreigner is not an unconditional guarantee of his entry into Ukraine – the final decision on permission to cross the border is made by officials of the State Border Guard Service of Ukraine,” the agency noted.

Visa applications will be processed by Ukrainian diplomatic institutions in third countries in cooperation with Ukrainian competent authorities . Russians staying on the territory of third countries will be able to apply for visas to foreign diplomatic institutions of Ukraine located in these countries.
