Rospotrebnadzor has canceled the mandatory PCR testing of Russians for covid, which was mandatory for unvaccinated and not ill after returning from abroad. PCR tests before departure for foreigners entering the Russian Federation have also been cancelled.
On the portal of the official publication of legal acts on October 20, 2022, a decree of the Chief Sanitary Doctor of the Russian Federation appeared, amending the latest version of Resolution No. 7 of March 18, 2020
According to the amendments, for Russian citizens the need to undergo PCR testing for COVID-19 within 3 calendar days after returning from abroad and upload the result to the State Services is canceled. Returnees no longer need to present and upload vaccination certificates or data on a past disease to the State Services instead of a PCR test.
However, paragraph 2.1. Resolution No. 7 of March 18, 2020 has not been canceled by the current resolution – that is, theoretically, tourists still need to fill out an “arrival questionnaire” at public services or submit a paper questionnaire at the airport. This requirement has not been cancelled.
For foreign citizens, the obligation to take a PCR test before flying to Russia is also canceled. For them, the only thing left is the obligation to fill out a paper questionnaire of the arriving person (distributed on the plane).
Employers no longer need to check certificates with negative PCR tests from foreigners involved in work.
The Decree enters into force on the day following the day of official publication – that is, from October 21.
Thus, we can state that for all Russian tourists Rospotrebnadzor finally all covid restrictions on returning from abroad have been lifted, except for filling out the questionnaires of the arriving person (for Russians – either paper or at the State Services, for foreigners – only paper).
