“In the future, they all returned home at the expense of their parents and with the help of the Consulate General,” the supervisory authority emphasized.

This fine is the first precedent for the real application of sanctions for illegal tour operator activities, said Georgy Mokhov, General Director of the Persona Grata legal agency and head of the PCT Legal Affairs Committee. Moreover, this is a serious precedent for the entire market.

The Moscow Prosecutor's Office filed a lawsuit with the court to block the pages of an Internet site advertising similar tours for the next year. The consideration of this claim and the results of the investigation of the criminal case initiated under Art. 238 of the Criminal Code of the Russian Federation (the provision of services that do not meet the requirements of the safety, life and health of consumers), are controlled by the Prosecutor General's Office.

“In fact, this article can now be involved in any consumer conflict with a travel agency, if it turns out that it formed a tourist product without any reason. Moreover, the amount of fines in this article can be huge – up to 10 million rubles,” Georgy Mokhov explained.
